Government Code Section 11135

Recipients of state money must comply with the requirements of California Government Code 11135 (“section 11135”), which makes it illegal for any program or activity that receives any financial assistance from the state to discriminate against any person on the basis of race, national origin, ethnic group identification, religion, age, sex, sexual orientation, color, genetic information, or disability. State regulations implementing section 11135 specifically prohibit discriminating against LEP persons by failing to take appropriate steps to provide them alternative communication services such as multilingual employees, interpreters, and written translations.
