Dymally-Alatorre Bilingual Services Act

The Dymally-Alatorre Bilingual Services Act of 1973, Gov. Code §§ 7290 – 7298, requires state and local agencies serving a substantial number of non-English speaking people to employ a sufficient number of qualified bilingual staff in public contact positions and to translate documents explaining available services into their clients’ languages. The Bilingual Services Program of the California Department of Human Resources (CalHR) is responsible for ensuring state agencies comply with the Act.
