Comments on the Draft State Plan for CCDBG Funds, FY 2019-21
On May 22nd, 2018 the Child Care Law Center submitted written comments to the draft State Plan proposed by the California Department of Education, to weigh in on the strategies CDE is proposing as the lead agency for the Child Care Development Block Grant funds.
Our comments encourage CDE to consider policy changes that give all California children a strong start from day one, especially in the areas of:
- Health and safety standards
- Coordination to better serve infants and toddlers with different abilities
- Reimbursement rate reform
We also co-wrote a joint letter with 21 child care-focused organizations from all across the state giving recommendations. Together, we urged CDE to create a roadmap that will lead us to a seamless child care delivery system that truly meets the needs of California’s families, children, and their providers.

Congress reauthorized the Child Care Development Block Grant in 2014 and introduced significant new standards for child care access, stability, and quality. At the time, however, Congress did not authorize new funding, which made it difficult for states to enact new policies. Now, in 2018, Congress has authorized new funds to help states achieve the goals of quality, affordable child care. The State Plan by CDE is one of the steps in that process.
